Tenure & Term of Office
Members of the Discipline Committee are nominated for a tenure of two academic years. The committee convenes regularly once every semester and convenes on a fast-track basis within 24 hours whenever an emergent disciplinary situation or formal complaint is registered.
The Discipline Committee operates under the direct auspices of the Principal and the Governing Council. As guided by national accreditation bodies (NAAC Criterion 7.1.10 & NBA Criteria 9/10), the committee’s primary charter is to ensure an ecosystem of constructive development rather than punitive fear.
Vision & Core Philosophy
To establish RVIT as an exemplary center of academic distinction where moral dignity, individual responsibility, inclusivity, and professional etiquette are organically embraced by every student and scholar.
- Foster self-discipline and mutual respect among diverse student cohorts.
- Empower students with ethical reasoning and civic accountability.
- Ensure a tranquil, fear-free environment conducive to technical innovation.
Key Objectives
The strategic operational targets delineated for the institutional Discipline Committee:
- Code of Conduct Enforcement: Maintain rigorous adherence to prescribed student, faculty, and administrative ethics.
- Zero Tolerance on Ragging: Collaborate synchronously with the Anti-Ragging Committee and Squad.
- Impartial Fact-Finding: Investigate reported breaches through transparent, non-discriminatory inquiry protocols.
- Preventive Vigilance: Deter potential misconduct through strategic patrolling of high-density campus nodes.
Ensure mandatory wearing of valid RVIT identity cards on lanyards at all times inside campus, laboratories, library, and examination halls. Monitor strict compliance with formal academic dress codes.
Maintain absolute zero tolerance against tobacco, cigarettes, e-cigarettes/vapes, alcohol, and contraband narcotics in accordance with the Cigarettes and Other Tobacco Products Act (COTPA) & state law.
Restrict unauthorized mobile phone use during instructional hours, tutorials, and practical lab sessions. Prohibit unauthorized video/audio recording of campus personnel or peers.
Coordinate with the Transport Committee to maintain queuing etiquette and dignified decorum inside college buses, boarding points, and parking spaces across Guntur and Tenali routes.
Guard against damage or defacement of institutional infrastructure, laboratory instruments, smartboards, library books, computers, and green landscaping.
Provide first-line behavioral counseling in coordination with Department Mentors, Heads of Departments, and the Dean of Student Affairs before resorting to formal punitive actions.
The RVIT Discipline Committee adheres to a time-tested, systematic 5-stage procedural framework to ensure constitutional fairness, transparency, and the fundamental Principles of Natural Justice (Audi Alteram Partem — Hear the other side).
Incident Reporting & Formal Complaint Lodging
Any act of indiscipline can be reported by students, faculty, staff, security personnel, or bus in-charges via the online incident form, physical complaint boxes, or direct written report to the Principal / Committee Members. All complaints are documented in the Confidential Discipline Registry with a unique reference number.
Preliminary Fact-Finding & Explanation Call
Within 24 to 48 hours of report receipt, the Committee Convener initiates a preliminary inquiry. The student(s) involved are issued a confidential Show-Cause Notice detailing the allegations and given an equitable opportunity to submit a written explanation within a stipulated time frame.
Committee Hearing & Evidence Scrutiny
The Discipline Committee convenes a formal hearing. Available evidentiary materials (CCTV footage, digital logs, statements of witnesses) are evaluated. The concerned student is heard in person in a calm, non-coercive setting. Parents or legal guardians are invited when grave infractions are scrutinized.
Deliberation, Minutes & Recommended Measures
Following meticulous deliberation, the Committee drafts formal minutes containing clear factual findings and recommends proportional corrective or punitive actions in accordance with the graded Penalty Schedule.
Principal Ratification & Right of Appeal
The final inquiry report is placed before the Principal for approval and execution. The student and parents are officially notified. The aggrieved student retains the right to submit an appeal to the Appellate Authority (Governing Council / Principal) within 7 days of order receipt.
| Severity Tier | Nature of Infraction | Corrective & Disciplinary Action | Approving Authority |
|---|---|---|---|
| Tier 1: Minor | Late arrival, improper uniform, missing ID card, unauthorized corridor loitering, casual classroom noise. | Verbal warning, counseling session with Class Incharge, behavioral undertaking, parent telephonic notification. | Committee Member / HOD |
| Tier 2: Moderate | Use of mobile phone during exams/labs, library noise, bus indiscipline, proxy attendance, minor defacement of desks. | Formal written reprimand placed in student dossier, confiscation of gadget for 3 days, campus community service, parental call. | Discipline Committee |
| Tier 3: Serious | Brawls, physical altercation, verbal abuse of staff/peers, exam malpractice, smoking/vaping on premises, deliberate property damage. | Temporary suspension (3 to 14 days), debarment from campus placements & fests, financial restitution for damaged property. | Discipline Committee & Principal |
| Tier 4: Severe | Ragging, sexual harassment, narcotics consumption/distribution, weapons possession, forgery, severe cyber harassment. | Immediate semester suspension or rustication / expulsion from college, forfeiture of admission, filing of mandatory Police FIR under AP Prohibition of Ragging Act. | Principal & Governing Body |
In compliance with the mandatory requirement of NAAC Criterion 7.1.10, the Code of Conduct is publicly articulated for all stakeholders. The Discipline Committee serves as the primary operational organ monitoring these principles.
- Academic Punctuality: Students must report to assigned lecture halls by 8:50 AM sharp. A minimum of 75% attendance in each course is compulsory to appear for Autonomous Semester Examinations.
- Uniform & Grooming: Students must wear prescribed institutional uniform on designated days and uphold neat, professional grooming throughout campus premises.
- Identity Card Protocol: Wearing RFID-enabled identity cards around the neck is strictly mandatory from the entry gate until leaving campus.
- Ethical Technology Use: Computing laboratories, campus Wi-Fi, and workstations must be used solely for genuine academic and research tasks. Hacking, unauthorized downloading, or viewing defamatory content is punishable.
- Anti-Ragging Compliance: Ragging in any form—physical, psychological, emotional, or digital—is a non-bailable criminal offense under Supreme Court / UGC regulations.
- Exhibit role-model professional decorum, exemplary punctuality, and unwavering dedication to Outcome-Based Education (OBE).
- Maintain total impartiality without bias toward student religion, community, caste, gender, or socio-economic background.
- Act as proactive mentors; identify signs of emotional distress or behavioral drift in wards early and alert the counseling desk.
- Preserve confidential academic evaluations, mid-exam questions, and institutional records with absolute fidelity.
- Creating unauthorized social media pages, troll handles, or group chats in the name of RVIT or using faculty pictures without consent is strictly prohibited and subject to the Information Technology Act, 2000.
- Respect intellectual property; plagiarism in capstone projects, assignments, and mini-projects is vetted through plagiarism detection software.
- Do not record classroom lectures, discussions, or faculty presentations without prior express permission.
The operational workflows and documentation mechanisms maintained by the Discipline Committee directly satisfy mandatory compliance criteria under Indian and international accreditation frameworks:
Code of Conduct Monitoring
Mandates documented public display of ethics, constitution of monitoring committee, organization of annual induction ethics seminars, and audited minutes of proceedings.
Student Support & Governance
Requires structured feedback, mentoring tracking, robust safety measures, institutional transparent grievance & disciplinary resolution mechanisms.
Campus Safety & Inclusivity
Requires statutory disclosures, gender-safe infrastructure, zero-ragging compliance certificates, and non-discriminatory transparent governance.
